The U.S. Supreme Court ruled unanimously that a plaintiff who sues a city for civil rights violations under federal law must show that the violations were the result of a policy or custom of the city (rather than the unauthorized conduct of a city employee) to obtain any relief against the city, including injunctive and declaratory relief.
